Sports Minister Kofi Adams says government cannot dissolve GFA

Kofi Adams clarifies government limits on dissolving Ghana Football Association amid Black Stars poor start.
Ghana’s Sports and Recreation Minister Kofi Adams has stated clearly that the government lacks the legal authority to dissolve the Ghana Football Association (GFA).
His comment follows rising public and stakeholder pressure for the GFA to be broken up after the Black Stars’ disastrous start to 2027 Africa Cup of Nations qualifying. The Stars have collected zero points from two matches, losing 2-0 to Ivory Coast and then 4-2 to The Gambia in Accra after leading 2-0.
Calls for dissolution intensified after these results, but Adams insists the GFA remains a legally registered entity. "You cannot dissolve a body that is registered to exist perpetually unless it has committed a crime," he told Joy FM.
He explained the government funds national teams but does not control the association’s internal structure. "Our relationship is financial, not organisational," he said.
Adams referenced FIFA’s Standard Corporate Agreement, which allows governments that sponsor football to maintain certain oversight. He stressed that poor match outcomes or public frustration do not justify administrative dissolution.
Instead, he said the state will continue working through existing mechanisms to protect public interest in football. The minister did not outline any new regulatory steps but confirmed the GFA remains intact for now.
