Okada Riders to Join Unions or Companies from 2027
From 2027, okada riders must be part of registered unions or companies before they can be licensed.
Ghanaian commuters will soon see a major shift in how commercial motorbike operators are licensed. Starting January 1, 2027, the National Road Safety Authority will no longer issue licences to individual okada riders. Instead, only recognised unions and registered companies will be allowed to register their members with the Authority.
The new registration framework is being rolled out in two phases. The pilot phase is set to begin in the last quarter of 2026, with a full launch scheduled for January 1, 2027. During this period, the NRSA will collect details of union members and forward them to the DVLA, which will then issue the motorcycles with distinctive number plates and issue licences to the operators.
Industry stakeholders may need to adapt to the new regulations to avoid disruption in service.
The successful rollout of this system could set a precedent for other informal transport sectors in Ghana seeking greater oversight.
