Germany Pledges $132 Million for Ghana Youth Skills Programme

Dr Abdul-Rashid Pelpuo says €132 million will fund workplace training and a new skills university in Ghana.
Ghana has secured a €132 million commitment from the German government to strengthen youth skills development and workplace training. The deal was disclosed by Dr Abdul-Rashid Pelpuo, Minister of State at the Presidency for Special Presidential Initiatives, following high-level talks in Accra.
The funding will be split into two components: €82 million will target the placement of skilled young Ghanaians in real work environments, where they will receive on-the-job training while receiving monthly stipends. Participating companies that retain successful trainees can later absorb them into permanent positions.
The remaining €50 million will finance the construction of Ghana’s first dedicated skills development university, intended to formalize technical and vocational training pathways. Officials say the initiative seeks to close the gap between local talent and employer needs, particularly in sectors facing labour shortages.
No specific construction timeline or graduation targets were provided in the announcement.
