Education Minister Sets Up Committee to Validate Teachers for 20% Deprived-Area Allowance

The Ministry of Education has established a five-member committee to validate data and define criteria for a proposed 20% deprived-area allowance for teachers. Minister Haruna Iddrisu disclosed this on Friday, October 2, 2026, during closed-door negotiations with the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT) and Pre-Tertiary Teachers Association of Ghana (PRETAG). The committee includes representatives from teacher unions and the Ghana Statistical Service, tasked with examining existing data to establish which areas qualify as rural deprived and which teacher categories will benefit. Iddrisu emphasized that defining the deprived area boundaries and qualifying teacher groups remains a key unresolved issue triggering the nationwide strike that began on September 25, 2026. The government maintains the allowance is a manifesto commitment to be honoured, with implementation roadmap development now underway. The unions' industrial action stems from multiple grievances including promotion-related salary arrears and stalled collective agreement negotiations.
