The Head of Intelligence Unit at the Economic and Organized Crime Office (EOCO) called for deeper inter-agency cooperation during his keynote at the African Fraud Stakeholders Dialogue (AFSD) 2026 in Accra. His remarks highlighted how fragmented enforcement across borders and sectors enables fraudsters to exploit system vulnerabilities. Drawing from years of domestic investigations, he argued that seamless data-sharing between national cyber units and international partners could dismantle transnational networks faster. The dialogue, he noted, offers a rare platform to align strategies before criminal tactics outpace regulatory response. Ghana has faced significant breaches targeting banks and public services in recent years, making such coordination a pressing domestic priority. Without synchronized institutional action, experts warn that losses could spiral beyond recovery for victims. The session underscored that technological advancement alone cannot stem the tide — governance gaps require urgent closure. Cooperative frameworks now stand at a critical juncture, with regional actors urging policymakers to move beyond rhetoric toward binding protocols. The next phase of AFSD will likely focus on drafting enforceable cooperation models between member states' security apparatuses.
