NIA expands children's Ghana Card registration to North East and Upper East

The National Identification Authority has started registering children aged six to fourteen in the North East and Upper East, working with the National Health Insurance Authority until month's end.

The National Identification Authority (NIA) has begun enrolling children between six and fourteen years old across the North East and Upper East regions.

This forms part of the NIA’s step‑by‑step plan to extend the Ghana Card scheme to minors.

The effort is being carried out together with the National Health Insurance Authority (NHIA).

A notice signed by Corporate Affairs Directorate Head Williams Ampomah Emmanuel Darlas, dated September 28, 2026, explains that teams will move from school to school to capture eligible pupils.

Registration runs daily from 8 a.m. to 5 p.m. until the final day of the month.

Children who are not in school can still be registered at approved community centres or other designated points within their localities.

To register, a parent or guardian must present the child’s original birth certificate, a valid Ghanaian passport, or a Certificate of Acquired Citizenship.

If none of those documents is available, the adult may complete an Oath of Identity form on the child’s behalf.

Two Social Welfare Officers may also serve as guarantors for children who have no known relatives.

Parents are encouraged to bring the child’s NHIS card or NHIS number when possible to smooth the process.

Only Ghanaian citizens who are at least 18 years old, of sound mind and hold a valid Ghana Card may act as the responsible adult presenting a child.

The NIA reminded that children who took part in the 2024 pilot but have not yet received their cards should not register again; they must return to the district office where they first enrolled to obtain their cards.

Stakeholders across the two regions have been urged to support the exercise and ensure every eligible child gets a chance to register.

The Authority warned against giving false information or registering non‑Ghanaians, noting that such actions are punishable by law.

This latest phase follows earlier roll‑outs in the Volta and Oti regions earlier in 2026, after which the programme was expanded to the Northern Region.
