Auditor-General Launches Tracker, Vows Surcharges to Recover GH¢280 Million

Dr Pamela Graham announces constitutional surcharge powers, a public tracker and AI-assisted audits to recover over GH¢280 million in unpaid public funds as Ghana steps up financial accountability.

The Auditor-General of Ghana, Dr Pamela Graham, has pledged to apply her full constitutional authority to disallow and surcharge individuals who incurre unlawful public expenditure. This commitment forms part of a broader strategy to improve accountability across government departments.

At the 2026 financial year audit launch in Accra, under the theme “Strengthening accountability in public institutions: Building trust through collaboration and action,” she revealed that the Ghana Audit Service will introduce an Audit Recommendations Tracker by October 2026. The online tool will display the status of audit recommendations and show recoveries in real time, increasing government transparency. Already, about GH¢57.2 million has been recovered for the state through the Accountability Recovery Account since 2022, though roughly GH¢280.5 million in surcharges remains outstanding.

Dr Graham emphasized that surcharges would only be applied after due process, including a 14-day response window for affected parties. If responses are unsatisfactory, a formal certificate will be issued, allowing a 60-day appeal period. She stressed that recovered funds are not just financial returns but resources that can be reinvested in critical public services like education and healthcare.

While she did not name specific entities or projects, her remarks highlight ongoing efforts to address fiscal leakages in a country where public trust in public finance management has historically been fragile. The move aligns with Ghana’s broader governance reforms supported by civil society and development partners.
